What is an isolated patient lead defined by NFPA 99?

A patient lead whose impedance to ground or to a power line is sufficiently high that connecting the lead to ground, or to either conductor of the power line to ground or to either conductor of the power line, results in current flow below a hazardous limit in the lead.
