What is a primary/secondary loop?

In a chilled water system, primary/secondary loops separate the equipment loop from the building distribution loop using a hydraulic decoupler. Both loops intermingle in the decoupler, and the decoupler allows more or less water to be sent to the building distribution loop as demand for cooling fluctuates.
